This project involved the development of an online monitoring system to monitor the implementation of the National Treasury’s Financial Management Capacity Development Strategy (FM CDS). The FM CDS is aimed at improving financial management in the South African public sector at national, provincial and local spheres.
The purpose of this intervention was to establish a measurement mechanism and tool to assess and measure the progress of public financial management capacity development in the South African public sector. By establishing a monitoring and evaluation tool it will be possible for progress to be meaningfully and objectively measured in future, based on specific indicators and outputs and with a baseline setting the benchmark for measurement.
The system developed was open source and designed to maximise the use of existing information. It included a dashboard system. The FM CDS is now being implemented by National Treasury in partnership with the three spheres of government.
