The objective of this project is to develop a programme to simplify and reduce regulatory costs in public sector procurement, delivery and construction of construction works, while maintaining integrity in procurement and value for money to client departments.
Impact Economix was appointed by the CIDB to:
a) design and implement a satisfaction survey of public sector procurement amongst building contractors and professionals in South Africa;
b) an assessment of key regulatory constraints, costs and opportunities; and
c) develop recommendations to simplify and reduce regulatory costs in public sector procurement, delivery and construction of construction works, while maintaining integrity in procurement and value for money to client departments.
The project involved a literature review of previous relevant construction red tape research and legislation, a comprehensive survey of building contractors and professionals in South Africa (in partnership with a wide range of national construction professional associations, and focus groups to explore potential solutions to priority red tape issues as identified in previous phases of the research.
The project resulted in
a) recommendations to address possible regulation amendments and changes in practices to reduce red tape and costs, while maintaining integrity in procurement and value for money to client departments; and
b) recommendations to address process improvements to reduce red tape and costs, such as through the increased use of electronic procurement and documents, single point warehouses for common information requirements etc.
