A summative evaluation of the R500 mil. Sebenza Fund was conducted for Anglo American and National Treasury: Jobs Fund. Summative evaluations are undertaken to determine the extent to which interventions meet their specified aims and objectives. The purpose of undertaking summative evaluations can include accountability for resources used, learning of lessons, and assessing if potential exists to either upscale and/or replicate an intervention in particular contexts. The purpose of this evaluation was to assess how effective the fund has been in achieving its objectives and what can be learned regarding the funds job creation model in order to inform national policy discussions. The data and evidence collection process involved conducting 1-1 interviews with 10 past and current SF staff, 1-1 interviews with 24 supported businesses, a survey of 37 supported SMMEs and a survey of employees employed by these businesses.
