During 2013/14, the Western Cape Provincial Red Tape Reduction Unit, a directorate in the Department of Economic Development and Tourism, launched the inaugural Red Tape Reduction Challenge through which it challenged departmental directorates to identify the projects they had successfully implemented in the preceding 3 financial years with a view to reducing red tape in their relevant Departments.

We developed and implemented a marketing and communication plan to raise awareness of the Red Tape Challenge competition and encourage red tape competition entries from Departments. We also developed a rubric to evaluate red tape competition entries and inform the allocation of competition prizes and identified and briefed a panel of experts so that they could adjudicate the competition entries. The Red Tape Challenge has since been broadened to include municipal red tape reduction entries.
