The objectives of the evaluation were to: 1. Review of the implementation of OCA, identification of lessons learnt (good or bad). 2. Recommendations how lessons learnt can further inform the Municipal Support. Intervention Framework or other modalities of support.3. Recommendations for skills and expertise needed to strengthen successful oversight and intervention for good municipal financial governance. Key informants interviewed for the evaluation include officials from the Eastern Cape Department of Cooperative Governance and Traditional Affairs (COGTA), officials from relevant Municipalities, as well as relevant officials from national government and other support organisations. 6 Case study municipalities were chosen. The evaluation included a case study of the Western Cape Government’s municipal support approach to improve municipal audit outcomes.
